How do you customize Ratebooks?

How would I go about customizing the TNG ratebooks as a client of mine uses ECN for their VOIP solution.
Where may I get a manual on the TNG system to have a better understanding on how it functions as well?

We do not have a ratebook for ECN - see forum post:
Only my cellular calls are being costed.

If ECN is your service provider (switchboard number) you require a ECN ratebook.
