It looks like maybe a 'blank' user name is being listed on your user report. I would suggest to use the following settings to only show the user names linked to a pin code:
- Tick 'Call Outcome' as 'Outgoing calls only':

Usually only outgoing calls uses a pin code.
- Confirm setup under 'User Configuration'. Make sure there are no blank user. Also check that the display is not 'broken up' as this can point to possible file corruption, etc. - which can influence the report result.
NOTE: If you want to see the busiest hour for the company, I would suggest pulling it by extension. Each call made/received has an extension number. This will include all calls. By User will only show calls made by pin code users.
