Leading 0 missing; billing as international call on outgoing

Hi there

I re-installed my copy of TNG on asterisk. The leading zero is missing on outgoing calls e.g instead off 0112341234 it is recorded as 112341234 and bills it as international. Under settings I have unchecked the option to remove leading zero; but it does not change anything.

Please advise.

I have made the changes. Seems it stopped downloaded new data. the RAW file is no longer being updated.
