I did install a test TNG(with buffer) version 1.1.1.11 for Swaziland using your area information.
After install, it searched for buffer and never got to the login screen. The TNG service was running. I stopped/started the TNG service, thereafter I could open the TNG login page. After entering the login details it seems to get stuck. The TNG service is still running. I also get the same log entries as yourself - referring to the exchange file. The TNG shows it is for Swaziland as the country.
We will need to discuss this further internally to give you feedback towards a solution. Please note that Monday 17 June 2013 is a public holiday in South-Africa.
