Call Cost on 8ta numbers remain zero

Good Day
My client was running an earlier version than 1.0.7.6 and this was the reason 8ta numbers was billing at R0 , I upgraded TNG to version 1.0.7.6 only to find that the problem still persisted. I then tried upgrading to version 1.1.1.11 , unfortunately the update fails with an error message stating that it could not find a 'dll' file but doesn't specify the 'dll's name. The attached files contain screen shots of the system, logs and the error message. They are running Windows 2000 Server on the pc. The update version 1.1.1.8-3 does the same. To test the TNG update issues experienced on Windows 2000 Server we need to setup a test environment for Windows 2000 Server. With will need some time to set this up. The soonest will be Monday afternoon.
