TNG cannot cater for different set of costing based on total usage.
You need to use one ratebook for RATE1 and another for RATE2, they cannot be mixed.

You can setup custom rates in TNG 1.1.1.12.

Why is the TNG rates fixed at R1.00 per minute for all calls, it is still using the default rate table?

After creating your own custom rate book, you need to select it as per step 11 in the post to activate it.

Please check that this is in place.

Do you not get any Cents to display?
