Can I do custom rates for a country other than South Africa

You can only customize the zone. You cannot change the dial prefix
that the zone is linked to. Therefore you need to 'find' the dial
code you want to use and then edit the cost for the zone.

Take the dial code and do a test cost calculation to find the zone.
