This problem is caused by security settings which is restricted for Internet Explorer on Windows Server additions . This is thus not a TNG software problem.
When applying changes under the General setting page in TNG, the changes are not applied. You cannot access any other of the pages even after deleting/clearing the history and cookies.
- You need to connect to TNG using another PC(not running OS Windows server version) on the same network.

Log into TNG as the admin user from client PC and make all necessary changes. - Alternatively you can try a browser other than Internet Explorer.
