When you try to start RubyTAPI, it checks for a running RubyTAPI and
will refuse to start if there is one.
The most common problem is when Windows Explorer crashes, not all the
icons of the running applications appear on the taskbar. The RubyTAPI
interface is still running, but the icon is not visible on the taskbar.
You can safely kill RubyTAPI using the Task Manager and then start
RubyTAPI.
