Check the following:
You may have another instance of PABX3 that is already
running or another program has the COM port open.
Close the other program or other PABX3 and try again.
Multiple Windows logins on the PC can also cause this error.

Using the wrong port number, can cause this error. Check which port
numbers are available.

Make sure that you are using a serial cable (9 or 25 pin).
Check that your serial cable is wired correctly.
If the PC is running in safe mode, then all the comports
will be locked.
