cannot send messages with the TOPAZ Call Monitor

Check the TOPAZ IP and port number is correct.
Call Monitor -> Setup -> Network
TOPAZ -> Setup -> Properties -> Network/Front Office

If you cannot see the list of users. Close Call Monitor and open it again.

Make sure the network is up.
