TAPI (on the machine) is telling DTP to re-initialize (close and
open TAPI devices). Since DTP is starting up and doesn't have any
devices open, TAPI is probably not working correctly. They may have
pulled out the cable connecting the machine to the PABX or restarted
the PABX. In any case, TAPI has lost the connection to the PABX.
The easiest way to fix it is to reboot the machine.
