My TOPAZ CallMonitor 1.6.5.14 does not work

This is because of you have an older version of TOPAZ and
a newer CallMonitor version.

Download the TOPAZ rates update 1.6.5.7
Close the Master TOPAZ and all Client TOPAZ's.
Run the update.
