When installing TOPAZ it hangs, before installing BDE

If the Datatex folder was created and you have the TOPAZ.exe
in 'C:\Program Files\Datatex\Topaz', then try and install
the BDE from the CD (setup.exe in the BDE folder).

If you are not allowed to install BDE, it is an access or
restriction problem on the PC. Please check the Windows User
access or access/restrictions on the PC for installation of
software.
