BDE Install failure

Something is preventing you from installing BDE. This could be
access rights or Windows files that are damaged or missing.

If you have anti-virus software running, try the following:
if you are on a network, disconnect the PC from the network
and disable the anti-virus software.
else allow installation of BDE if using Windows XP.
Also allow TOPAZ and PABX3 in the firewall.
