Amethyst cardserver version 1.6.4.7

• SmartWORKS failures are now sent to the AEM.
  Status for all boards is now checked every hour.
  
• Added FORCESERVER feature, which ignores network instructions to change the Amethyst server IP. When FORCESERVER is enabled, what is read from the INI file is what will be used.
  Default is disabled (FORCESERVER=0)
