IO error for file c:\Ruby.gdb. Error while trying to open file. The process cannot access the file because it is being used by another process.

Possibilities:

1. Another program like an editor or something has locked the ruby.gdb file
2. The ruby.gdb file is read-only.
3. The user doesn't have rights to read or write to the ruby.gdb file.
4. The database is in the wrong location or the datapath does not points
   to the database
