Need help understanding custom ratebooks

I need to add custom rates
my voip supplier charges per minute as follows:
Local 0.36c
Local Off-peak 0.26c
National 0.36c
National Off-peak 0.26c
MTN & Vodacom 0.95c
MTN & Vodacom Off-peak 0.85c
etc

How would I populate this into the custom ratebook?
Would I be using per unit, min and max costing?

For TNG and custom rates see forum post:
TNG Custom Rate Configuration and Format

You can use per unit. Each unit is 60 seconds to make up the minute as per your costing table.

You do not need to use a maximum or minimum cost as the unit costing will take care of that. Each unit of 60 seconds will cost for the full unit, irrespective of the call being 1 second or up to 60 seconds.

Once you have create the new ratebook you need to select it for the required trunks under 'Configure Trunks'. See forum post - How do I change a ratebook for a trunk/default ratebook?
