Budget doesn't seem to work anymore after upgrading

Check under Setup -> Properties -> Filter and Defaults.

There is a new selection box at the bottom of the screen that allows you
to choose an Account or Extension. Set this to Extension if it is not
set to "E" already. This would cause only account code budgets to be adjusted.

Now your extensions' budgets should work correctly.
